Oregon's rural areas present distinct challenges for women entrepreneurs, particularly in accessing vital business consulting services. In 2022, it was reported that women-owned businesses accounted for only 18% of total businesses in Oregon's rural counties, compared to 31% in urban areas, highlighting a concerning gap that this grant aims to address.

The barriers women face in Oregon's rural settings include a lack of physical proximity to business advisors and limited internet connectivity, which hampers their ability to access online consulting services. Additionally, many women entrepreneurs in these areas come from economically disadvantaged backgrounds and lack access to traditional funding sources.
